Project Scheduling in Sydney
Project Scheduling provides Primavera P6 project scheduling for infrastructure, utilities and major building projects in Sydney and across New South Wales, from tender and baseline programs through delivery to completion. We link construction sequence, procurement, approvals and resource demand, with the delivery team reviewing and affirming the proposed method, sequence and resource assumptions before the program is finalised.
Project scheduling services for Sydney projects
We develop tender programs with the contract baseline in mind, carrying the bid’s logic and assumptions forward and recording agreed changes after award, then keep the program current through delivery.
Tender programs: sequence, procurement windows, Indirects and resource demand, prepared for the tender submission with the Basis of Schedule and Methodology.
Baseline programs: the agreed reference program established in accordance with the contract, with subsequent baseline changes controlled and recorded.
Program updates: actual progress and remaining-work forecasts recorded in the current program, compared with the baseline, with variance reporting and an archived record of each update.
Shutdown and turnaround planning: outage programs planned in hours, with the critical path, resourcing and methodology for work on operating plant.
Schedule recovery: a recovery program built from actual progress, with options tested, costed and agreed with the delivery team.
Schedule risk analysis: completion dates at chosen confidence levels, with contingency sized from the analysis.
Forensic delay analysis: extension of time and delay claims built on contemporaneous project records.
New South Wales experience
Our capability draws on two decades of New South Wales project experience including:
Sydney Desalination Plant
Sydney International Convention Centre
Heavy rail and underground rail, including Sydney Metro and Sydney Metro Northwest
Minor road and other infrastructure projects
Peppertree Quarry
That work shapes how we program New South Wales projects: multiple contractors working to fixed handover dates, commissioning sequences on utility plant, staging on constrained city sites, and access constraints around operating quarries and live rail.
NSW conditions built into the program
Rail possession windows treated as fixed constraints. Work in or beside a live rail corridor depends on possessions booked well ahead with the rail operator. We schedule the preparation that must be complete before each window opens, the work that fits inside it, and the consequence of a missed window, so the next available possession is visible in the program rather than assumed.
Working calendars checked against the location. New South Wales has its own public holidays, including Labour Day in October, and some regional areas observe local holidays. We distinguish public holidays from agreed shutdowns and rostered days off, and use separate calendars where site crews, suppliers and approval activities have different working days and availability.
Commissioning and energisation separated from construction. On utility and operating plant, we program design acceptance, connection readiness, outage availability, testing, energisation and commissioning as distinct activities with their own release points, rather than one commissioning bar at the end.
New South Wales project pipeline
The 2026-27 NSW Budget commits $116.7 billion of budgeted infrastructure investment over four years, exceeding $30 billion in 2026-27, including $5.2 billion to build the water infrastructure that supports new housing across Western Sydney.
What the pipeline means for a Sydney program
The market is still competitive. RLB’s September 2026 report describes Sydney’s tender market as competitive, with good subcontractor availability across several trades, while specialist labour remains uneven.
Tender prices are forecast to keep rising. RLB forecasts Sydney tender price escalation of 4.0% in 2026, 4.5% in 2027, 5.0% in 2028 and 4.5% in 2029, with health, infrastructure, data centre and Olympic-related work adding pressure across the eastern seaboard.
Labour is short nationally. Infrastructure Australia’s November 2025 report estimated a shortage of 141,000 workers on public infrastructure works in October 2025, forecast to peak above 300,000 in mid-2027.
Delivery dates remain exposed. The Audit Office of NSW’s March 2026 report records Sydney Metro West’s estimated completion moving from 2030 to 2032, and identifies increasing slippage across the state’s capital expenditure program.
We make procurement and resource assumptions explicit and identify when subcontractor, crew and supplier availability needs confirming.
NSW approvals and assurance in the program
Working with the project’s planning and approvals advisers, we establish whether the project follows a local development, State Significant Development or State Significant Infrastructure pathway, then schedule the applicable assessment, consultation and post-approval requirements. For State Significant Infrastructure, the Department of Planning coordinates input from state and Commonwealth agencies and councils, and the final conditions of approval differ from project to project. The program distinguishes the principal approval from the conditions and subsequent submissions needed to release work, linking each to the work packages it controls.
For projects subject to Infrastructure NSW’s Infrastructure Investor Assurance Framework, we include the applicable assurance reviews and the preparation and response activities they require. The framework applies to projects of $20 million and above delivered by general government agencies and state-owned corporations, with reviews proportionate to the project’s risk tier. Our article on NSW Gateway schedule assurance explains the program evidence worth preparing, and our article on scheduling project approvals explains the method.
Frequently asked questions
Do you provide project scheduling for Sydney projects?
Yes. We provide Primavera P6 project scheduling for infrastructure, utilities and major building projects in Sydney and across New South Wales, from tender and baseline programs through progress updates, recovery and delay analysis.
How do you schedule work in rail possessions?
We treat each possession as a fixed window. The program shows the preparation that must be complete before the window opens, the work that fits inside it, and the next available possession if a window is missed.
How do you handle NSW approvals in the program?
Working with the project’s planning and approvals advisers, we establish whether the project follows a local development, State Significant Development or State Significant Infrastructure pathway, then link the principal approval, conditions and subsequent submissions to the work packages they release.
Can you work to Sydney hours?
Yes. We work Sydney time for Sydney projects, including progress meetings, tender deadlines and program submissions.
